In an effort to form new agreements with Cuba, one of Donnie’s conditions was that the country must “return the fugitives from American justice, including Joanne Chesimard.” 

For those who don’t know, Joanne is more popularly known as Assata Shakur, a former Black Panther who was convicted of murdering a New Jersey state trooper back in 1973. She broke out of prison and escaped to Cuba, where she was granted asylum in 1979. 
Here’s the thing, Cuba is completely unbothered by Donnie’s demands–so much in fact that their foreign minister Bruno Rodriguez told Donnie that they have no plans to release Assata, or any other fugitives who were granted asylum in the country, for that matter–especially by way of threat. 

“It was a grotesque spectacle straight from the Cold War. We will never negotiate under pressure or threat,” Bruno said. “Cuba will make no concessions on its sovereignty and its independence, will not negotiate over its principles and will never accept [imposed] conditions.”
