According to Carter, city policy asserts that the mayor cannot spend more than $10,000 a month on his city credit card. Well, last year, it was discovered that the mayor allegedly spent just $1,000 on a trip to Paris. Furthermore, the mayor reportedly brought another staff member along for the travel which Carter says is also against city policy.
